My favorite was probably the Authority without Responsibility (Kingdom Building) part. I've seen some of that. I'd offer a couple of minor suggestions, for the first line under Authority: Get the praise if the project succeeds I would substitute something likes gains an incentive if the project succeeds. Praise certainly isn't the only motivating factor on a project. I'd also consider changing chairman to something like "group leader", "project manager", "organizer" or something. Chairman has a specific corporate connotation that I don't think you want here. My two cents. These make a lot of sense.
